At least 100,000 guests are expected to attend the birthday fete to be held at the Kololo independence grounds.
Major roads in Kampala leading to the venue have been closed to traffic.
Museveni has been accused of blowing state funds on his 79th birthday party as some members of the ruling NRM claim they are sponsoring the birthday fete.
President Yoweri Museveni seems to have developed taste for lavish parties in recent times.
Few weeks ago, Museveni and his wife Janet marked their 50th wedding anniversary with a grand public ceremony.
