It’s crazy! The National Service Authority (NSA) in Ghana has been embroiled in a scandal involving payroll fraud.
According to the Acting Director General of the agency, Ruth Dela Seddoh, an audit revealed that almost 1,000 babies under the age of one were listed on the NSA’s payroll, with some being less than a year old.
An estimated GHC 1.97 million has allegedly been paid to the toddlers.
Ruth uncovered the rot after being in office less than 48hours.
Additional audit report information intercepted by The Fourth Estate, and a copy sighted by Kasatintin.com claimed that ‘personnel aged over 100 years, and some as old as 1027 years, were paid a total of GH¢ 115,037.24. Others between zero and 10 years were paid a total of GH¢ 889,977.77 through 1570 transactions. Cumulatively, persons aged between zero and 17 years were a total of GH¢1,313,114.29. While those aged between ages of 61 and 100 years were paid GH¢ 545,401.51’.
The alleged payroll fraud discovery has raised serious concerns about the integrity of the system and the potential for corruption.
Here are key findings of the audit report on the NSA payroll:
– Over 1,000 babies under one year old: Listed on the NSA payroll, receiving monthly allowances meant for genuine service personnel.
– About 3,000 individuals over 80 years old: Receiving monthly allowances despite the official exit age being 40.
– Systemic failures: The audit exposed deep-seated lapses in the system, allowing unqualified individuals to draw allowances.
The NSA has taken steps to address these issues, including:
– Suspension of the Central Management System (CMS): The Ministry of Youth Development and Empowerment suspended the CMS on June 18, 2025, due to integrity concerns.
– Reforms underway: The NSA is working to ensure future payrolls and postings are accurate, transparent, and free from discrepancies.
– New posting date: Postings for prospective service personnel are expected to resume on November 1, 2025.
